Upstream Expansion Drives Demand for Venezuelan Innovation
The initiative comes as Venezuela moves toward its next phase of energy expansion. International companies have advanced agreements or commercial initiatives in the country this year, spanning oil production, gas infrastructure, power generation and technology. TotalEnergies has returned to the market, Chevron announced a $7 billion investment plan to double crude output, Eni signed a 25-year production sharing agreement for the Junín 5 heavy oil field, while Continental Resources signed a deal for the Ayacucho 2 Block.
GeoPark made a strategic entry into the country this September, GE Vernova signed agreements to stabilize and rebuild the country’s electrical grid while Baker Hughes signed two deals to expand and revitalize Venezuela’s natural gas and energy infrastructure.
That activity is creating opportunities well beyond conventional upstream development. Venezuela's oil sector requires capital for brownfield rehabilitation, drilling, enhanced recovery and production expansion, while its natural gas resources require processing, transportation and commercialization infrastructure. Refining, petrochemicals, power generation and oilfield services represent additional areas where private capital and technical expertise can support the wider recovery of the energy system.
The scale of the opportunity is substantial. Venezuela holds more than 300 billion barrels of proven oil reserves and more than 195 trillion cubic feet of natural gas resources, while restoring production capacity will require investment across mature fields, transportation infrastructure, processing facilities and supporting power systems. The country is targeting a substantial increase in crude output from current levels toward 3 million barrels per day.
Put Your Project in Front of Investors at VEW 2027
For project sponsors, the Deal Room is designed to turn that investment requirement into defined commercial opportunities. Developers and asset owners can submit projects with clear capital requirements, proposed transaction structures and partnership objectives, giving prospective investors greater visibility into the opportunities being presented.
Potential structures include joint ventures, farm-in and farm-out arrangements, project financing, technical-service agreements, infrastructure partnerships and offtake arrangements. Midstream and gas projects can also target long-term infrastructure investment, while downstream opportunities include refinery rehabilitation, upgrading and petrochemical development.
The Deal Room will operate as part of VEW 2027, officially supported by the Ministry of Hydrocarbons and PDVSA, bringing government representatives, international operators, investors and industry executives together in Caracas. Its focus on defined projects and matched meetings is intended to complement the broader discussions at VEW with a direct mechanism for advancing commercial discussions.
Project developers, operators and asset owners can submit their opportunities for consideration in the Venezuela Energy Week 2027 Deal Room ahead of the February 22–25 event in Caracas. Visit https://www.venezuelaenergyweek.com/deal-room for more information.
