VEW 2027 Deal Room Connects Global Capital with Venezuelan Energy Projects

VEW 2027 Deal Room Connects Global Capital with Venezuelan Energy Projects
International capital providers will gain direct access to Venezuelan energy projects seeking equity investment, debt financing and structured capital through the Venezuela Energy Week (VEW) 2027 Deal Room.

Taking place February 22–25 in Caracas, the platform will allow registered capital providers to identify projects seeking financing, request targeted meetings with project sponsors and asset owners, and evaluate potential equity, debt and offtake arrangements.

The Deal Room will also facilitate access to government representatives and PDVSA leadership, providing a platform to assess commercial opportunities as Venezuela seeks to attract new capital into its energy sector.

Hydrocarbon Reform Drives Demand for Energy Investment

The opportunity comes as Venezuela's investment framework undergoes a significant shift. The 2026 Hydrocarbons Legislative Reforms introduced Contratos de Producción Compartida (CPPH), creating new structures for international capital to participate in energy projects while giving private partners greater operational and commercial control.

That reform is opening a market with substantial financing requirements. Venezuela is estimated to need approximately $183 billion in upstream and supporting infrastructure investment through 2040 to reach its three million-barrel-per-day production target, creating opportunities across oil, gas, infrastructure and supporting services.

For investors, the emerging structures provide multiple routes into the market. Projects can incorporate production-linked repayment, crude-backed escrow arrangements, structured project debt, asset-backed lending and long-term offtake agreements, alongside conventional equity participation.

The opportunity pipeline includes brownfield oil developments requiring financing for drilling and well reactivation; offshore gas projects seeking consortium and project finance; power infrastructure requiring Independent Power Producer investment; and refining and midstream projects covering refinery rehabilitation, crude upgrading, pipelines and logistics. The Deal Room is designed to make that pipeline accessible to capital providers through a concentrated, investment-focused program.

International Capital Returns to Venezuela

International financial institutions are beginning to rebuild relationships with Venezuela, signaling renewed interest in supporting the country's economic and infrastructure recovery.

In June 2026, the Inter-American Development Bank (IDB) formally resumed institutional relations with Venezuela. By September, IDB President Ilan Goldfajn confirmed that the bank was developing a two-year engagement plan, including potential support for electricity infrastructure. Reuters also reported discussions around a possible $2.5 billion lending package, although the proposal remains subject to approval and outstanding financial considerations.

The World Bank similarly resumed dealings with Venezuela in April, followed by a high-level visit to Caracas in May to explore potential cooperation. International commercial banks have also begun evaluating opportunities to re-engage with the Venezuelan market, particularly around trade finance and energy infrastructure. These developments point to a gradual reopening of international financing channels, reflecting rising global interest in Venezuela’s project opportunities.

VEW 2027 Deal Room Opens Multiple Routes to Energy Investment

The VEW 2027 Deal Room will provide investors with a structured route into Venezuela's emerging energy investment pipeline, connecting capital providers with defined opportunities across upstream, midstream, downstream and energy services.

Participants will be able to request targeted meetings with project sponsors and asset owners, evaluate specific financing opportunities and engage directly with government representatives and national oil company leadership.

As Venezuela moves from legislative reform toward project execution and capital deployment, the Deal Room provides investors with a focused opportunity to assess projects and identify potential transactions within a single four-day program.

Investors, private equity firms, financial institutions and lenders can register as capital providers for the Venezuela Energy Week 2027 Deal Room in Caracas.
