Venezuela and Brazil Eye Cross-Border Energy Investment as VEW 2027 Approaches

Venezuela and Brazil Eye Cross-Border Energy Investment as VEW 2027 Approaches
Venezuela’s drive to attract international capital into its oil, gas and electricity sectors is creating opportunities for deeper commercial ties with Brazil - Latin America’s largest energy market. With $183 billion in upstream and infrastructure investment required through 2040, Caracas needs capital, technical expertise and reliable offtake partners to accelerate production.

Venezuela Energy Week (VEW) 2027, scheduled for February 22–25 at Caracas’ Simón Bolívar Convention Center, will provide a platform to advance these opportunities. Brazilian company Eneva’s Silver Sponsorship highlights the potential for bilateral investment spanning hydrocarbon development, gas-fired generation, electricity infrastructure and cross-border commodity trade.

Complementary Energy Markets Create Investment Opportunities

Venezuela holds approximately 303 billion barrels of proven oil reserves and more than 195 trillion cubic feet of natural gas, yet underinvestment has constrained production and infrastructure. Output recovered to approximately 1.2 million barrels per day (bpd) in 2026, with targets of 1.3 million bpd by year-end and 1.5 million bpd during 2027.

Brazil offers a substantial regional market for Venezuelan hydrocarbons, alongside domestic engineering capabilities and energy sector capital. Despite producing approximately four million bpd in 2026, Brazil remains dependent on imported diesel, creating potential opportunities for Venezuelan crude supply, refining partnerships and long-term offtake agreements.

Meanwhile, Venezuela’s largely untapped reserves of natural gas could support domestic industrial demand, electricity generation and future exports, while Brazil needs flexible thermal generation to complement its renewable-heavy electricity system.

Eneva’s integrated gas-to-power model provides a potential commercial starting point, boasting opportunities combining gas field development, generation capacity and dedicated power supply for Venezuela’s oil producing regions. The country’s reformed hydrocarbon framework strengthens the viability of cross-border partnerships, with the Contratos para la Participación Pública-Privada en Hidrocarburos mechanism designed to expand private sector participation in hydrocarbon operations.

Connecting Capital, Infrastructure and Demand

Venezuela needs an estimated $5 billion in electricity grid rehabilitation, while only around 40% of its 32,800 MW installed generating capacity is operational. Brazilian utilities, equipment manufacturers and infrastructure investors could help address these constraints through power generation projects, transmission updates and industrial supply agreements, potentially linking investment returns to long-term commercial contracts.

Brazil’s electricity market offers complementary demand, although cross-border electricity trading would require substantial infrastructure and regulatory coordination. Gas-fired generation could provide additional flexibility during periods of hydropower shortages and renewable curtailment, while future pipeline or electricity interconnections could create new regional supply routes.

The VEW 2027 Deal Room will bring investors, project developers and commercial partners together to negotiate joint ventures, technical service agreements and offtake arrangements. Chevron, Shell, Eni and other international operators are pursuing opportunities across Venezuela’s oil and gas sector, underscoring competition for commercially attractive assets. Furthermore, Eneva’s participation positions the forum as an opportunity for Brazilian businesses to evaluate projects alongside international investors and establish partnerships across upstream development, gas monetization and power infrastructure.ht

The commercial case rests on combining Venezuela’s resource base with Brazil’s market scale, technical capabilities and demand for dependable energy supplies. VEW 2027 offers a focused setting to test that proposition against financing requirements, regulatory conditions and project economics.
