Cross-Border Corridors Set Venezuela on Course to Become a Regional Gas Supplier

Cross-Border Corridors Set Venezuela on Course to Become a Regional Gas Supplier
In the space of six months, Venezuela has signed a slate of agreements linking its gas to neighboring markets. Colombia agreed in March to repair the Antonio Ricaurte pipeline between the two countries, and in June, Shell secured the license for the first phase of the cross-border Loran field. A consortium led by bp followed in August with the Phase 2 award. Together, the deals are building two major routes for Venezuelan gas into regional markets.

Venezuela Energy Week (VEW) 2027 is the forum where those routes will become commercial partnerships, bringing PDVSA, the Ministry of Hydrocarbons, international operators and regional partners together in Caracas this February.

On the Trinidad route, Venezuelan gas feeds refining infrastructure on the island, led by the Atlantic LNG facility. The plant has nameplate capacity of 12 million tons per annum (mtpa) and exported 9 million tons in 2025, leaving room for new feed gas. Tying Venezuelan fields into Trinidad's processing and export systems significantly reduces the investment required compared with building new LNG facilities in Venezuela.

Loran-Manatee, the largest of the border fields with Trinidad, is governed by a 2010 unitization agreement between both countries. Shell took a final investment decision (FID) on Manatee, situated on the Trinidadian side, in 2024 and is targeting first gas in 2027 through a 110-km pipeline to its Beachfield processing facility. Loran Phase 2, held in equal shares by bp, ADNOC's international investment arm XRG and Qatar's UCC Oil and Gas Holding, contains an estimated 4 trillion cubic feet (tcf) of recoverable gas. bp plans to develop both Loran phases simultaneously.

Dragon, a 4.2 tcf field in Venezuela's Mariscal Sucre offshore area, lies about 15 km from the Hibiscus platform co-owned by Shell and Trinidad's National Gas Company (NGC). Shell is preparing a four-well drilling campaign from the second quarter of 2027, subject to FID. Trinidad's government has earmarked roughly 70% of the field's output for Atlantic LNG and the remainder for its petrochemical sector. Shell has said that US general licenses issued in February 2026 allow the project to progress. In April, bp's memorandum of understanding (MoU) with

The Colombian route runs through the Antonio Ricaurte pipeline, which connects Venezuela's Zulia state with La Guajira in northern Colombia and can carry about 500 million cubic feet per day (mmcf/d). When the line was completed in 2007, its design included a second phase to reverse its flow and deliver Venezuelan gas into Colombia. The March agreement covers repairs to a roughly 5-km section on the Colombian side. Colombian gas association Naturgas has since called for the line to reopen, estimating that Venezuelan supply could cost about half as much as imported LNG.

Both routes come with significant investment opportunities, including the subsea tie-backs offshore Trinidad and the metering infrastructure that will be required along the Colombian border. Supply agreements anchored by national companies on each side of the border also strengthen the bankability of new projects and give financiers a clearer view of potential offtake.

VEW 2027 is designed to turn the agreements signed this year into working partnerships. The event brings PDVSA and the Ministry of Hydrocarbons together with the international operators developing the cross-border fields and the regional companies seeking new supply. Its program covers gas-sector growth, infrastructure development and investment opportunities, and bilateral meetings and investment forums connect projects directly with capital.

Manatee first gas is scheduled for 2027 and pipeline repairs will soon be underway with Colombia, demonstrating that companies are mobilizing on both routes. VEW 2027 gives these companies direct access to the partners and capital needed to establish Venezuela as a regional gas supplier.

Venezuela Energy Week 2027 takes place February 22-25 at the Simon Bolivar Convention Center in Caracas. Organized by Energy Capital & Power and taking place under the patronage of Acting President Delcy Rodríguez, PDVSA and the Ministry of Hydrocarbons, VEW is the country's flagship oil and gas investment platform.
